It is important to emphasise that these forecasts are not constrained by the school’s PAN. This may mean in some instances the forecast may be higher than the school’s PAN due to historic patterns of parental preference. This does not necessarily mean that there is a need for increased capacity. When planning provision officers look at demand and capacity in both the catchment and wider area.
