Cambridgeshire’s approach to the Integrated Review for 2-year-olds
The Integrated Review aims to bring together the EYFS Progress Check at 2 years and the Healthy Child Review (HCR) at 2-2½ years. The HCR is a universal assessment for all children and families, using Ages and Stages Questionnaire 3 (ASQ3) and Ages and Stages Questionnaire: Social-Emotional (ASQ:SE). The HCR focuses on health and incorporates child development.

- Problem solving
ASQ:SE focuses on the social and emotional wellbeing of the child.
The Progress Check at 2 is part of the Early Years Foundation Stage (EYFS), statutory framework for early years providers for children aged 0-5. The check is a statutory point of assessment between the ages of 2-3 and provides parents with a short, written summary of development in the Prime areas and the Characteristics of Effective Learning (CoEL). The Prime areas are:
- Physical development
- Communication and language development
- Personal, social and emotional development.
The Cambridgeshire approach for the county is to have separate Progress Checks and Healthy Child reviews, and achieving integration via information sharing and joined-up responses to need. This was due to the size of the county, different timings of assessment and the variety of early years providers.
All early years providers have got a named nursery nurse, who will be the contact for any referrals or queries about children and should facilitate appropriate intervention and support for children and their families and promote positive outcomes in health and wellbeing, learning and behaviour. Childminders must contact their Childminder Support & Development Officers (CSDO) to communicate with health.
