Statutory Assessment Team (SAT) 

The Statutory Assessment Team is responsible for initiating and managing the Education, Health and Care Needs Assessment process ensuring that appropriate assessments are carried out and that information is gathered from parents, carers, children, young people, education settings and all relevant professionals. The teams are also responsible for the issuing, monitoring, and reviewing of Education, Health and Care Plans and arranging education provision and school placements for children and young people with Statements of Special Educational Needs/EHC Plans.

There are two teams, one for the North and one for the South. Each team comprises of a Team Leader, SEN Casework Officers and a Business Support Team. All children and young people with an EHC Plan will have a named SEN Casework Officer who is responsible for overseeing the EHC Plan and ensuring that the provision specified in the EHC Plan is in place.

The Statutory Assessment Team are responsible for:

  • Determining the need to initiate Statutory Education, Health and Care Needs Assessments in line with the Department of education (DfE) SEND Code of Practice 2015 and Cambridgeshire County Council guidance
  • The management of the Education, Health and Care Needs assessment process ensuring statutory timescales are met
  • The issuing of Education, Health and Care Plans (EHC Plans)
  • Decision making being made at the most appropriate level to provide a timely response to meet the needs of children and young people in their local community, whenever possible
  • Identification of a named SEN Casework Officer who is the main link for parents and schools/education settings
  • Arranging appropriate educational provision for children and young people with Statements of Special Educational Needs/EHC Plans
  • Ensuring the fair and effective use of resources in line with Local Authority policy
  • Co-ordination of the statutory Annual Review process, monitoring, and review of EHC Plans and taking follow-up action as required
  • Management of the phase transfer process for children and young people with Statements of SEN/EHC Plans who are due to transfer between phases of education e.g., early years provider to school, primary school to secondary school and secondary school to Further Education college
  • Providing advice and support in relation to complex cases, including appeals to the SEND Tribunal
  • Providing advice and support to parents/carers and young people during the statutory assessment process, including clear written information and regular direct contact
  • Working collaboratively with other agencies, such as Social Care and Health, in relation to children and young people with Statements of SEN/EHC Plans.
